The Anchor Program and the Seamen's Training Center are non-profit service organizations.They provide Hands-On-At-Sea vocational skills training. The primary goal of the program is to prepare participants for positions in the maritime industry (e.g. Merchant Marine)

The organization believes in the traditional “hawsepiper” route for the mariner. This is the mariner working from the “bilge to the bridge”. Learning on the job through practical training. Mariners during their Basic Mariner Entry Level program –LIVE on the vessel for 4 weeks. The vessel is utilized for various purposes from salvage work to research work, during this time the students train-on-the job for these missions.

Four weeks spent living and working aboard the "White Holly" provide the real world experience necessary to instill the competence and attention to safety that lead to longevity in the maritime industry. Graduates leave qualified to work throughout the maritime industry on inland, coastal and ocean going vessels.

 

 
     
 

MERCHANT MARINER'S DOCUMENT (MMD)

A Merchant Mariner’s Document (MMD), serves as authorization to sail on U.S. Merchant Vessels and as a certificate of identification containing the name, signature, notation of nationality, physical description, age, photograph, thumbprint, and home address of the seaman. It also serves as a certificate of service specifying each unlicensed rating in which the holder is qualified to serve.

MMD’s are required for all individuals serving on board a merchant vessel of at least 100 gross tons EXCEPT the following:

  1. A vessel operating only on rivers and lakes (except the Great Lakes).
  2. A barge (except seagoing barges or dangerous bulk liquid cargo barges).
  3. A fishing or whaling vessel, fish tender, or a yacht.
  4. A sailing school vessel or oceanographic research vessel with respect to sailing school instructors and sailing school students.
  5. A fish processing vessel of not more than 1600 gross tons entered into service before January 1, 1988, or entered into service after December 31, 1987, and having not more than 16 persons on board primarily employed in the preparation of fish or fishing products.
  6. Individuals on board a fish processing vessel of more than 1600 gross tons who are primarily employed in the preparation of fish or fish products or in a support position not related to navigation.


An individual required to hold an MMD shall exhibit it to the Master of the vessel before employment or before signing the agreement required for foreign, intercoastal, or coastwise voyages. It shall also be appropriately endorsed for the capacity in which the seaman is to serve. It is to remain in the possession of the seaman when under employment or under agreement.

FINGERPRINTS & CRIMINAL RECORD REVIEW

If you are applying for an original Merchant Mariner's Document (MMD), then you must submit your fingerprints to the Coast Guard. Two completed fingerprint cards are required. A source for proper completion of the fingerprint cards is your local law enforcement office or Regional Examination Center (REC). Contact your local REC to determine if they perform the fingerprinting service. Your fingerprints will be forwarded to the FBI for verification of the information reported on your application. A record of all arrests and convictions will be returned. If you have a criminal record and fail to reveal it on your application, you may be subject to criminal penalty. In addition, your MMD may be rendered null and void and you will be required to surrender it to the Coast Guard or you may be charged to appear at a formal hearing before a Coast Guard Administrative Law Judge. A criminal record does not necessarily mean that you will be denied, but a falsified application is automatic grounds for denial.

If you have been convicted of a felony you will have to wait for a certain period of time before the Coast Guard will issue you a MMD. Your chances of receiving a MMD increase with the length of time since your last offense. The assessment period begins when you are no longer incarcerated. Your fingerprints will be taken upon issuance of your MMD and sent to the FBI. A record of all arrests and convictions will be forwarded to your local Regional Examination Center for verification with the application. Derogatory information not listed when the application is submitted and subsequently revealed will constitute a fraudulent application. Any MMD issued as a result of a fraudulent application will be declared null and void and you will be required to surrender it to the Coast Guard. If you already hold an MMD, you may be taken before an Administrative Law Judge, who may suspend or revoke your MMD. An applicant affected by such a decision will not be allowed to resubmit an application for a minimum or 12 months.

You must document all convictions including DUI/DWI infractions, regardless of how old, regardless of the court in which convicted and regardless of whether or not the conviction has been expunged. Please be ready to submit documentation of any offenses in the form of court records, copies of legal proceedings, or evidence of rehabilitation upon request.
